EMPLOYEE ENGAGEMENT 

The Employee Engagement Division provides professional, comprehensive and responsive Human Resources (HR) and Industrial Relations (IR) guidance, advice and support to local authorities. The work of the division aims to facilitate the development of human resources best practice within the sector, reflecting the local government and public service reform agenda.

It is the primary management side voice on cross-sectoral issues with local government staff representative bodies. Additionally, it provides advice to the sector and arranges for sectoral approaches to HR, training and development and compliance matters.

NATIONAL NEGOTIATIONS

  • Leads on behalf of the sector in negotiations on national agreements
  • Leads on behalf of the sector in negotiations and discussions with trade unions and staff associations on all matters affecting local authorities
  • Ensures the effective operation of the Local Authority National Council (LANC) forum for processing all industrial relations claims with national implications
  • Represents the sector on the Local Authority Public Service Implementation body



PROFESSIONAL REPRESENTATION

  • Provides professional representation for local authorities at third party proceedings, including Workplace Relations Commission Adjudications and Conciliations, Labour Court and any other agreed mediation, arbitration or adjudication process



ADVISORY ROLE

  • Assists local authorities in the research, preparation and conduct of negotiations and discussions with trade unions and staff associations at local level.
  • Provides guidance to local authorities on the full range of HR issues including the impact of new or amended legislation, employment rights, development of best practice templates and providing HR expertise and advice as required

HR STRATEGY AND HR POLICY

  • Co-ordinates and supports initiatives to facilitate effective human resource practices across the sector in areas such as HR strategy and policy development, ensuring that these meet the specific needs of local authorities


LEARNING AND DEVELOPMENT

  • Guidance, advice and support to local authorities on how to effectively address the learning and development needs of their employees in order to meet future operational targets and maximise the potential of their workforce

EQUALITY AND DIVERSITY

  • Advice and support on legislation and human resource issues in areas such as equality of opportunity, diversity and disability

HEALTH AND SAFETY

  • Advice, information and guidance to support the sector to achieve high performance in health and safety, assists in compliance with legislation and ensures the continued implementation and mainstreaming of best practice
